| Duties: |
Member of the Software Acquisition and Process Department (SAPD), chartered as a Center of Excellence in software acquisition and engineering processes. Provide full life cycle software systems engineering and software acquisition support to National Security Space, National Reconnaissance Office, and Civil and Commercial programs. Pre-contract award tasks include software acquisition strategy development, requirements definition, RFP preparation, and source selection support. Post-contract award tasks include reviewing contractor software development plans, processes, and products, interpreting contractor software and system metrics, and assessing contractor progress. Conduct software capability appraisals to determine strengths, weaknesses, and risks associated with contractors' software systems development processes, using the Software Engineering Institute's Capability Maturity Model Integration (CMMI)-based techniques. Provide technical leadership in one or more of the following technical areas: software acquisition policy and guidance, software acquisition and engineering processes, software and systems engineering capability appraisal, software risk management, software and system metrics, software development standards. Provide senior leadership in support of program office activities, software research, and new business development. Prepare technical reports, develop and deliver training materials, publish research papers, and make technical presentations to government, senior management, and contractor personnel. |
| Qualifications: |
BS in Computer Science, Mathematics, or Engineering, with advanced degree preferred. Minimum of 12 years experience in software engineering, software acquisition, or software development. Extensive knowledge of the entire software life cycle, including requirements definition, design, development, test, integration, operations, and maintenance. Extensive knowledge of software processes, including software process definition, process improvement, software capability appraisal, software risk management, software and system metrics, and software standards and practices. Experience with software acquisition, RFPs, and source selection in the NSS or NRO environment preferred. Experience in managing or leading technical teams. Demonstrated excellent oral and written communication skills. |
